Four decades of estuarine, coastal and marine science – from a university institute to an independent centre of excellence.
The International Estuarine & Coastal Specialists (IECS Ltd) is a multidisciplinary research and consultancy organisation specialising in estuarine, coastal and marine science. Although the company was formally established in 2019, its roots extend back to 1982, when the Institute of Estuarine & Coastal Studies (IECS) was founded at the University of Hull.
For more than 37 years, the Institute became one of the longest‑established and most respected centres of estuarine and coastal science worldwide.
IECS grew from a ‘headed notepaper’ institute into one of the longest‑established and most respected estuarine, coastal and marine science institutes of its kind worldwide.
Today, IECS Ltd carries that legacy forward – maintaining the same commitment to scientific rigour, multidisciplinary thinking, and evidence‑based environmental management.
Our Vision
IECS Ltd continues to advance the science and practice of estuarine and coastal management by:
- Integrating natural and social sciences
- Developing internationally recognised frameworks such as DAPSI(W)R(M), Simple SES, Bow‑Tie Analysis for Marine Systems, and the Ten Tenets
- Supporting sustainable marine governance
- Delivering high‑quality ecological and spatial analysis
- Working collaboratively across borders and disciplines
Our mission is to provide the scientific insight, tools and guidance needed to support resilient, sustainable and well‑governed marine environments.
Our Origins: The Institute of Estuarine & Coastal Studies (1982–2019)
IECS was created in 1982 as a cross‑departmental institute bringing together expertise from law, zoology, botany, genetics, politics, chemistry, geography and geology. Under its founding Director, Dr Neville Jones, the Institute established its early reputation through estuarine and coastal research on the Humber and adjacent coasts.
By the mid‑1980s, IECS had launched dedicated benthic ecology work and created its first commercial benthic laboratory – a precursor to what later became UnicoMarine (now Thomson Ecology). This reflected the Institute’s distinctive model: an applied consultancy operating within a university, funded almost entirely by external income.
Under its second Director, Professor John Pethick, IECS expanded its geomorphology, coastal processes and wetland ornithology work, and launched the influential MSc in Estuarine & Coastal Science & Management in 1991, training hundreds of graduates who now work across the world.
In 1996, Professor Mike Elliott became the third Director, supported by Deputy Director Nick Cutts. Under their leadership, IECS grew to around 20 permanent staff and broadened its remit to integrate natural and social sciences – building strengths in governance, socio‑economics, seabird ecology, GIS, numerical ecology, toxicology and experimental physiology.
Laboratory and desk based science were deliberately designed to complement each other, enabling IECS to tackle complex, real world problems from multiple angles.
A Global Reputation for Applied, Policy‑Relevant Science
Across nearly four decades, IECS developed an international reputation for high‑quality, policy‑relevant research. Its achievements include:
£20 million+ in research grants and commissions
Major contributions to environmental assessments for power generation, ports, industry and offshore renewables
Hundreds of peer‑reviewed publications and technical reports
Supervision of more than 50 PhD students
Leadership in EU‑funded research, including Framework Programmes, INTERREG, DEVOTES, CERES and others
IECS was consistently involved in 2–4 European projects at any one time, helping to bridge the gap between science and policy – particularly in implementing the Marine Strategy Framework Directive and understanding climate‑change impacts on fisheries and aquaculture.
The Institute also maintained strong collaborations across the University of Hull, working with Law, Politics, Economics, Logistics, Maritime History and the Hull International Fisheries Institute (HIFI).
Facilities, Teaching and Community
IECS moved several times within the University – from the “Hut” to Wolfson, Rother and finally back to the Cohen Building – each move reflecting growth in staff, facilities and ambition.
From 1991 to 2008, the MSc in Estuarine & Coastal Science & Management became a flagship programme, drawing students from around the world. IECS also contributed to undergraduate teaching, internships, outreach and international collaboration.
A small but iconic symbol of its global network was the annual IECS calendar, sent to laboratories and offices worldwide.
Transition and Closure (2017–2019)
Professor Elliott stepped down as Director in 2017 and was succeeded by Dr Rodney Forster. In 2019, following internal restructuring, the University of Hull disestablished the Institute.
Many former IECS staff are now Associates of IECS Ltd, ensuring continuity of expertise and ethos.
The highly regarded benthic laboratory continues today as the Hull Marine Laboratory, maintaining a direct line from the original IECS facilities to current research and services.
IECS Ltd: Continuing the Legacy
IECS Ltd was established in 2019 as an independent company, led by Professor Mike Elliott, who also retains a part‑time position as Emeritus Professor of Estuarine & Coastal Sciences at the University of Hull.
The company builds on the Institute’s legacy by providing:
Multidisciplinary, evidence‑based advice on estuarine, coastal and marine environments
Research and consultancy for governments, regulators, industry and NGOs
Expertise in marine governance, ecosystem services and social‑ecological systems
Specialist ecological, spatial and risk‑assessment capabilities
Training and mentoring for the next generation of marine professionals
International collaboration through Horizon Europe and other major programmes
IECS Ltd exists because of this 1982–2019 story: decades of innovation, collaboration and service in estuarine and coastal science.
IECS Ltd honours that history not as a closed chapter, but as the foundation for ongoing work to understand, protect and manage coasts, estuaries and seas worldwide.
